CHASS Urges Delay in SHS Reopening Over Unpaid Debts

The Conference of Heads of Assisted Secondary Schools (CHASS) has formally appealed to the Ministry of Education for the immediate release of outstanding funds necessary for the reopening of Senior High Schools (SHSs) across Ghana.
The funds, CHASS says, are critical to ensuring that schools can operate effectively when they reopen for the 2025 academic year.
In a communiqué signed by CHASS’ National Secretary, Primus Baro, the association referred to previous correspondence, including letters dated September 20, 2024, and August 12, 2024, as well as assurances made by the Minister of Education during a Zoom meeting on December 18, 2024. Despite these discussions, the promised funds have not been released.
CHASS pointed out that the government’s arrears—particularly for perishable items, unpaid utility bills, and other operational expenses—continue to create significant challenges for the effective functioning of SHSs.
The association stressed that without the required financial support, it will be impossible for schools to reopen on the scheduled date of January 3, 2025, and school heads will face severe difficulties in maintaining infrastructure, providing quality education, and ensuring students’ welfare.
Given the urgency of the situation, CHASS has called on both the Ghana Education Service (GES) and the Ministry of Education to prioritise the release of the funds to guarantee that schools can operate smoothly in the new academic year.
