In a decisive move to reshape the internal democratic processes of the New Patriotic Party (NPP), former presidential aspirant and senior campaign advisor to Dr. Mahamudu Bawumia, Ing. Kwabena Agyei Agyepong, has submitted a set of constitutional reform proposals to the party’s Amendment Committee, chaired by legal practitioner Frank Davies, Esq.

At the heart of Agyepong’s proposals is a call to abolish Article 13(9)—the controversial provision that mandates a special electoral college to narrow down presidential hopefuls to five candidates. According to Agyepong, this clause “is susceptible to manipulation” and fails to reflect the spirit of inclusivity and fairness.

“This proposal represents a limited enlargement of the electoral college, ensuring broader consultation and representation in key decision-making processes,” Agyepong noted.

MEMORANDUM

SUBJECT: Proposals for Constitutional Amendments

Following my submissions during the second quarter meeting of the NPP National Executive Committee held at Alisa Hotel on 16th April, 2025, I hereby officially present the proposals below for the committee’s consideration:

  1. Formation of Constituency Caucuses

It is proposed that the party establishes, in each of the 276 constituencies, a caucus comprising all current and past office holders of the party in the constituency. Specifically, this caucus shall include:

  • Members of Parliament
  • DCEs/MCEs
  • Constituency Executives
  • Electoral Area Coordinators
  • Polling Station Executives
  • Patrons
  • Elders

This proposal represents a limited enlargement of the electoral college, ensuring broader consultation and representation in key decision-making processes.

  1. Order of Presidential Primaries

To reduce tension associated with the numerous elections the party conducts ahead of the presidential candidate election, it is proposed that the presidential primaries be held firstfollowing the amendment of the electoral college.

This approach aligns with Article 13(1) of the party’s current constitution and promotes a more logical and less contentious electoral timeline.

  1. Expulsion of Article 13(9)

It is further proposed that Article 13(9) of the constitution, which mandates the formation of a special electoral college to trim presidential aspirants to five (5), be expunged.

The current structure of this special college—comprising fewer than one thousand (1000) members—is susceptible to manipulation and undermines democratic fairness. A broader, more inclusive process is recommended.
