New survey reveals rising optimism amid persistent challenges in key public institutions

A new survey by Global InfoAnalytics reveals that the Ghana Police Service, Immigration Service, and Judiciary remain the top three public institutions perceived as most corrupt.

Interestingly, the Electoral Commission has jumped from seventh place in April 2025 to fourth in July, reflecting a shifting public focus.

Despite these rankings, the overall outlook on corruption in Ghana is improving. The poll indicates that 60% of voters believe corruption is decreasing—a modest rise from 56% in April. Only 13% feel it’s getting worse, while 20% think it remains unchanged, and 7% offered no opinion.

Public confidence in the government’s anti-corruption efforts is also growing, with 63% now saying the government is doing enough—up from 60% earlier in the year. Meanwhile, skepticism has dropped, with fewer respondents doubting government efforts.

Surprisingly, the presidency and government appointees are now seen as the least corrupt among public institutions, signaling a significant shift in public perception.

Overall, the data suggests that while corruption remains a major concern—especially within certain institutions—Ghanaians are becoming more optimistic about progress in the fight against it.
