Minister for Communication, Digital Technology, and Innovation, Hon. Samuel Nartey George (MP), has unveiled sweeping changes to data bundles across all major telecom providers, effective July 1, 2025.
These adjustments aim to offer better value to consumers while addressing the financial and operational challenges faced by the telecom industry.
The announcement was made at a press briefing on June 10, 2025, at the Ministry’s Complex in Accra, following extensive engagements with the CEOs of MTN Ghana (Scancom Ghana Ltd), Telecel Ghana Ltd, and AT Ghana.
What’s Changing?
MTN Ghana (SMP Operator)

Price Hike: 15% increase across all data bundles.

Bundle Reinstated: The previously downgraded GH₵399 bundle (which had dropped to GH₵350 for 92.88GB) is being restored to its original value:

New Offering: GH₵399 will now provide 214GB of data.

AT Ghana

Price Hike: 10% increase across all data bundles.

Improved Value:

GH₵400 bundle increases from 195GB to 236GB.

Telecel Ghana

Price Hike: 10% increase across all data bundles.

Improved Value:

GH₵400 bundle will rise from 90GB to a massive 250GB.

Why the Changes?
Minister George emphasized that while telecom companies will absorb considerable costs, the move is meant to:

Improve data affordability and fairness for Ghanaians.

Ensure transparency and reliability in billing.

Rebalance sector regulations, especially regarding MTN’s SMP status.
He thanked the telecom CEOs for their cooperation, stating:
“Our consultations are bearing fruit for the Ghanaian people.”
Oversight & Consumer Protection
To ensure these changes are properly implemented:

The National Communications Authority (NCA) will monitor compliance from July 1.

Quarterly billing integrity tests will be conducted starting Q3 2025.

Sanctions will apply to operators failing to comply.
The NCA’s last audit in Q3 2024 confirmed that:

All data bundles purchased were fully credited and remained valid.

Non-expiring bundles functioned as advertised.

Data rollovers occurred as expected after resubscription.
Looking Ahead: Lower Costs on the Horizon?
Minister George also hinted at future efforts to lower data prices long-term through:

Tax rationalization to reduce the current 39% tax burden on data.

A proposed telecom tariff, akin to those in the mining sector, to reduce operational costs.
“My heart is with the people of Ghana. We will fix the mess I have inherited,” he declared.
