AG to Prosecute Mustapha Ussif, Gifty Oware-Mensah, and 10 Others in NSA Corruption Case

Twelve former officials of the National Service Authority, including ex-leadership figures, to face charges over a GH¢548 million payroll fraud uncovered by the Attorney General’s office.

Twelve former high-ranking officials of the National Service Authority (NSA), including Mustapha Ussif and Gifty Oware-Mensah, are set to be prosecuted for their alleged roles in a massive payroll fraud scheme that siphoned over GH¢548 million from state coffers.

Attorney General and Minister for Justice, Dr. Dominic Ayine, announced at a press briefing in Accra on Friday, June 13, 2025, that investigations have concluded and formal charges will be filed soon.

He described the case as the work of “a well-organised network of corruption” deeply embedded within the NSA’s leadership structure.

Key former officials to face charges include:

  • Mustapha Ussif – Former Executive Director

  • Osei Assibey Antwi – Former Director General

  • Gifty Oware-Mensah – Former Deputy Executive Director

  • Kweku Ohene Gyan – Former Deputy Executive Director for Operations

  • And eight other senior officers and directors across various NSA branches.

In addition to the public officials, the Attorney General named eight private vendors from the Eastern, Greater Accra, and Ashanti Regions who allegedly conspired with NSA staff to manipulate the Authority’s Central Management System, facilitating the fraudulent inclusion of over 8,000 ghost names on payrolls.

Some vendors have agreed to cooperate with prosecutors under non-prosecution deals, and their testimonies are expected to strengthen the case.

Among the charges to be filed are:

  • Stealing

  • Conspiracy to steal

  • Causing financial loss to the state

  • Money laundering

  • Obtaining public property through false statements

Dr. Ayine emphasized that the prosecution is part of Operation Recover All Loot (ORAL), a government initiative launched under President John Dramani Mahama’s directive to root out corruption and restore integrity in public service.

“This case signals the beginning of a new era of accountability. We are committed to recovering lost funds and holding every perpetrator accountable,” Dr. Ayine affirmed.

With its scale and scope, the NSA payroll scandal is being hailed as one of the most significant anti-corruption efforts in Ghana’s recent history.
