The former Chief Executive Officer of the National Petroleum Authority (NPA), Mustapha Abdul-Hamid, has strongly refuted allegations of his involvement in embezzling GH¢1.3 billion from the Unified Petroleum Pricing Fund (UPPF) during his tenure.
Reacting to the Office of the Special Prosecutor’s (OSP) announcement of an investigation, Mustapha Hamid took to Facebook on Wednesday, February 12, 2025, to set the record straight.
He categorically stated that no investigative body, including the Special Prosecutor’s office, has invited him for questioning.
“My attention has been drawn to an announcement by the Special Prosecutor, Mr. Kissi Agyebeng, that I am under investigation for some alleged embezzlement of funds at the Unified Petroleum Pricing Fund (UPPF) during my tenure as the Chief Executive of the National Petroleum Authority.
“As at this afternoon, I have neither received any invitation by any State investigative body nor have I been under investigation for any such alleged crime,” Hamid clarified in his post.
While denying any knowledge of the alleged corruption, Hamid expressed his readiness to cooperate with the OSP to uncover the truth. “However, I am willing to avail myself to assist in any investigations of the alleged embezzlement of funds,” he assured.
OSP’s Allegations
Earlier on Wednesday, Special Prosecutor Kissi Agyebeng announced an investigation into suspected corruption and embezzlement of GH¢1.3 billion from the UPPF, targeting four individuals, including Mustapha Abdul-Hamid. The UPPF, established to stabilise fuel prices and facilitate petroleum distribution across Ghana, was reportedly mismanaged during their tenure.
The other individuals under investigation are Jacob Amoah, Coordinator of the UPPF; Wendy Ashong Newman; and Freda Tandoh.
“The OSP has commenced investigations into suspected corruption and corruption-related offenses concerning an alleged embezzlement of GH₵1.3 billion from the Unified Petroleum Pricing Fund (UPPF) at the National Petroleum Authority (NPA),” Kissi Agyebeng said during a press briefing in Accra.
Mustapha Abdul-Hamid served as NPA CEO from 2021 to early 2024, during which the authority oversaw the regulation of petroleum prices, fuel quality, and the management of the UPPF.
As the investigation unfolds, all eyes remain on the OSP’s findings and whether Hamid’s claims of non-involvement will stand up to scrutiny.
